Bug Description
If a bug report has been "Needs Info" continuously for some period (e.g. a month), it should automatically be expired (e.g. by changing it to "Rejected"). The mail notification and activity log item should explain that this change was done automatically.

I've another idea.. After that period of time, mark it as rejected and post an automatic comment with "This bug has expired, if you've relevant information please re-open it".
I think this will decrease the number of bugs on launchpad..
