Well, the person who should flip to Complete is the person who asked the
question, and I expect them to know a bit more about bug tracking in
Launchpad.
IIRC we will be providing a special query to find Incomplete bugs that
people have commented on.

This sounds like abuse of Incomplete, though -- it's not meant for post
