We should probably take the importance setting into account here as well. Looking at the current Ubuntu bugs, there are 2265 Undecided+Incomplete bugs. The abandoned bugs in this category are prime targets for automatic removal. There are also 589 Lo/Wishlist+Incomplete that we may consider removing and 1156 Medium.

There are 193 High/Critical bugs that are incomplete and I think these all warrant manual inspection, even if they are old.
