Right - apologies for the slightly pointless message above, tried to upload the crash file (the system has changed for feisty?) If possible could somone give me a brief idea of where to find the crash report and I'll upload it for you asap.

Just encountered the same crash after doing an update to apt, aptitude and synaptic. The new version of apt that was installed is 0.6.46.4ubuntu8

The problem described in this bug report (and its duplicates) is caused by bug 88134, i.e. that python-apt is broken.

A fix has been punched out for bug 88134. It may take a while to trickle down, but synaptic will be able to find it with a reload and a "mark all upgrades." And end to the bug report dupes is near!

Fix is now distributed to the US servers. Update python-apt, and all is well.
But you may want to skip the kernel upgrade for now...

ok what the hell? my gnome-panel is gone, and i dont have access to a terminal or anything. i even had to get this firefox window open by creating a new text file on the desktop and "open with" firefox.... ??????????

what the hell do i do now? this is after refreshing synaptic, marking all upgrades, and applying them. im confused now as to how i actually work with this... how do i get the panel back?? i had access to a terminal directly after it happened, and i typed in gnome-panel, but it said the command didnt exist, and im pretty sure thats what it is, right? help?!

I also marked all upgrades. It broke Nvidia. I also lost the control panel. However, these are different bugs. This bug is fixed by updating python-apt only. Anything else is a new issue. As someone said to me, "You should expect problems on the bleeding edge."

Those who are wondering how to get a running system back.
Go to a terminal.
Type:

  sudo aptitude update
  sudo aptitude dist-upgrade

And the update-manager, and all related tools will start to work again.
You can also go into Synaptic. Refresh the list. Mark all upgrades and Apply.

I believe I was one of the first to report this bug.
after being frustrated for three days. i gave up and upgraded the system. Being a total novice to Linux/Ubuntu i took the simple way out
go to terminal.
type "sudo apt-get upgrade"
type password when prompted.
system wil then upgrade.
then you will have a working system. without the neat "control center" the system goes back to "PREFERENCES AND ADMINISTRATION"
