Those who are wondering how to get a running system back.
Go to a terminal.
Type:

  sudo aptitude update
  sudo aptitude dist-upgrade

And the update-manager, and all related tools will start to work again.
You can also go into Synaptic. Refresh the list. Mark all upgrades and Apply.
