before reading all of this i recommend for first time users or upgradeding Use the 7.04 Ubuntu or 7.04 Kubuntu due to the amount of Bugs 7.10 comes with that will not give you an good first time view of linux or will render your linux box unbootable untill you reload it

Hardly (8.04?) that will be out in 2008 i am very sure will not have this bug (as its an LTS one as well so has to be working mosty bug free)

when installing when it gets to configuring apt (82%), If it cant get an list of updates when installing with No Internet, it removes All all download sources/repositories and update repositories/sources it should Never turn off the updates

its done this in Ubuntu and Kbuntu 7.10

also the Network manager should always Look for an IP address from DHCP as i have to click offline and back to On-line to get it from 0.0.0.0 IP address some times when in side VMware

i have tested inside an VMware box with network disconnected this bug has only happened in 7.10 not 7.04 and lower

i have now also tested this problem on an Live PC with the network cable Unplugged and it does the same thing

i have marked this as an security vulnerability but its more it Can make an security vulnerability
if the user does not know how to turn them back on thay never get updates (check for update says no new updates)

for users who do not know how to fix this until thay bring out ubuntu 7.10 1

goto System > Admin > software sources

1 Tick all box's apart form source code (do not think norm users need that)
2 Pick your Download From server location (as it picks main server by default click on search if you cant see one for you)
3 Goto updates and tick the first 2 options
4 [Optional] change the auto up date check to [Download all updates in background] (assuming you do not have an hard disk that is very small its an better option so your ready to install when you are ready just means you do not need to have to wait for them to download)
do not recommend auto install with out confirmation as it may not wait for all updates to be install when shutting down the PC, as it make brake your box

Kbuntu users
Cick on the K bottem left > System (Not system setting) > Adept Package Manager > Adept > Manage Repositories
do the same as above for steps 2 to 4

Confirming after installing Gutsy final in vmware, without Internet connection. After the installation completed, lines in sources.list are commented out and another comment says it was done by the installer, i.e.:
# Line commented out by installer because it failed to verify:
# deb http://security.ubuntu.com/ubuntu gutsy-security main restricted

If this is indeed done by intention, then at least update-manager should give a warning there are no Internet sources enabled. Now update-manager silently completes a check for updates, saying the system is up to date.

I also ran into this bug when installing 7.10 with no internet connection.. I had to reinstall the whole thing online cuz I didn't know how to fix this thing.

This is an install bug, that causes install from the Live CD to HANG at 82% for ages, and then #'ed all the entries in sources.list, which one must edit after install (Which many would have given up on in the Southern hemisphere at least, as it was glacial after 82%).

Now Kubuntu 7.10 seems to pin one to the closest mirror, regardless what is in sources.list, and regardless if it is slo-o-o-w-w-w---- which is a real nuisance, as the Australian (K)ubuntu mirrors are quite slow.

Guess I could change my location in KDE, but would the pin believe me, and this is definitely not convenient and It is definitely not at all intuitive on install from the live cd!

This is the first time I have struck this particular lack of free choice in Kubuntu, though I guess it is designed to spread the load on the mirrors?

However during the day here most of the northern hemisphere is asleep, and unloaded, and vice versa.
So tell me, where is the logic of this pinning?
Can it be disabled?

I sure hope so, as it can be a real nuisance, and lead to the install problems described.
Surely it could be set up to seek only the fastest mirrors wherever to spread the load.
This would surely work better, and would be more logical.
l report the bug as I believe it to be most serious and offputting to potential users of (K)ubuntu

A friend of mine had the same problem. This is really serious since many people can only use Ndiswrapper or something like that or just forget to configure Internet before installation.

We discussed this at our last developer summit; a set of fixes have been designed and are targetted for 8.04. (They are far too extensive and invasive for a respin of 7.10, I'm afraid; this problem was due to a combination of factors.)

thats to bad realy, all it seem sit needs an miner update even if its not noted as an .1 rels
as all that needs doing is it Not remove the repositories when it fails thats all do not see the problem in that as it makes problems for new users (brakes add/remove as well)
or Do not download the repositories full stop when installing ubuntu do it after (as when gusty came out all mirrors was hammered with users downloading then Hammered agane when thay install ubuntu on an Active internet connection as it downloads 6/9MB when connected)

you realy should give an Big warning about this when installing Gusty or just tell them to use Festy for now untill Hardy (8.04) is out as this is probly the worst ubuntu rels ever as past ubuntus i have never had problems with allso bundling it with stuff thats is unstable as well (apart from buttons not click-able untill you move your mouse off them and not and still not been able to play Winamp audio streams all the time {streams still an problem})

i should of tested 7.10 alot more as i could of brought this up alot sooner as it was noted more then 2-3 months before that this bug was present

you need to update the help files any way for gusty {make sure thay read it before makeing the mestake of brakeing there setup} (Reword to tidey up) as i guess its unlikey there is going to be an 7.10.1 disk

Due to problems in the live CD in Gusty 7.10 its recommended that the Internet is Unpluged from the PC when doing and upgrade/fresh install as it may fail, before doing upgrades allways make sure you back up your home folder (you should back up to an ext hdd offen any way)
when installing fresh or upgrading when no internet is off you got an error ( http://launchpadlibrarian.net/10060723/apt%20bug%20live%20cd%20installer%207.10%20all.PNG but croped {just the error box only} ) once ubuntu has been installed you need to turn the repositories back on (you will need to do this to make sure you get securtiy updates and make Add/Remove work)

Ubuntu users
After install goto System > Admin > software sources

There should be some kind of way to force it to skip this and let you do it later. For me it takes 15-20 minutes with no indication of progress... I thought it had hung or something, definitely no fun ----- Using Hardy Beta 1. ... The point where it decides to start downloading 100MB of packages with no indication that it's doing so or indication of progress (when it's going to take like 15 minutes on a good day, upwards of 2 and a half hours on a bad day!).. is not okay at all either :(

This bug is really annoying, it happened in 7.10, and it's happening now with 8.04. It's ridiculous to NEED an internet connection to install Ubuntu, there should be a confirmation window, a button to skip, or at very least a warning about what is happening there.

For the record, I choose Bogotá/Colombia as the location place, so I guess it is trying to scan the CO sources.

I just did clean install of 8.04 32bit RTM into 16Gb that I freed up on my hard drive (existing Windows XP installation). My internet connection is wireless, and requires WEP key (ie. no internet available during the install routine). I did NOT have this problem with my install. The software repositories seem to be still selected and everything looks as it should be.

I did, however, have this problem with the 7.10 32bit RTM release. So, it looks like something has been fixed up along the line.

Certainly, I agree with suggestions that internet connection should not be compulsory during install, and the install routine should play 'nice' in these situations. Ask the user before it tries to make internet connections, and allow the user to skip or delay this step because, like me, the internet connection may not be permanently available.

This bug is still present in Kubuntu Intrepid alpha-2.

When installation had finished, all the regular sources.list lines (pointing to the various places in http://no.archive.ubuntu.com/) was in place, however all the lines pointing to security.ubuntu.com was commented out with the «failed to verify» comment preceding them. I assume this is due to the lack of networking during installation, which I don't really think I could be blamed for - the installer only attempted to activate the wired network (which failed due to it being unused), and did not at all offer to use the wireless interface instead. There was no indication that leaving the network unconfigured during installation was a bad idea either.

I wouldn't probably have noticed this if it wasn't for the fact that it was an alpha release (and that I've got lots of experience with Debian), and I would have ended up with a quite insecure system. Not good.
