Locale settings are not applied everywhere

Bug Description

After installing Freya beta, I set the language to french through the system prefs. After setting the locale and restarting, everything is not translated: e.g. the shutdown dialog is still in english, the sound/network applets are still in english, the Displays setting tool is still in english ("Displays" instead of something like "Écrans" or "Affichage"), etc.

Not long ago, I had installed an alpha version of Freya and upgraded it. I noticed that there were two different locale settings and while it was a mess, I think that using both of them allowed for a complete translation. So I guess the new locale settings tool doesn't set the locale everywhere needed. It might be the reason why Ubuntu still used the old gnome-languages-selector rather that GNOME's new prefs panel: I guess the latter doesn't set the locale everywhere needed for Ubuntu (and as elementaryOS is based on Ubuntu, this may be the origin of the similar problem).

Either that or translations are missing. Needs some research, but I can confirm that there are still untranslated strings all over freya. (shutdown, settings, some applications).

Same here for german language. But after time the translations appeared. after some boots etc. seems to be messed up.

after installation elementary os doesnt say "there are some language packages available" like on elementary luna or ubuntu 12.04.

Still this is a big issue because it makes the whole desktop experience seem inconsistent.

It's better but there are still a few applications names that are untranslated :
- Multitasking view
- Report a problem
- Displays (in prefs)
(In prefs, there are also a few apps that have the same name in english and french, so I can't tell if they are still untranslated but it might be the case in some languages: Applications, Notifications.)

Not sure if it's a language problem or desktop files issues.

Some dialog screns are not translated either ("Authentication is required to set the system locale", though the text below the untranslated title is in french).

Also, it seems that applying the settings globally breaks everything: I selected french in the locale settings, clicked on "apply to login screen, users..." and now, my system s in english! When logging, it asks if I want to update the standard folders to current language. Changing the language to english, then back to french and applying it again seems to fix it partially. I'll open a new bug report.

After a more thorough check, the Displays preferences tool doens't only have it's name untranslated but also part of its UI: when running it, it translates the name of the dtected display but not the buttons ("detect displays" / "Apply") nor the display's options (Resolution and Rotation). I guess it might be an issue of the tool not being yet translated rather than a locale settings one?

I meet with this problem in Japanese.
The Japanese users cannot in this way use elementary OS 0.3.1 directly!
