Alt+Shift+` does not work in symmetry with Alt+`

Bug Description
Following on from bug #825467 (enable Alt+`), the equivalent keybindings should be added for Alt+Shift+` (a la Alt+Shift+Tab).
To set up my environment I open firefox with several tabs, and several windows.
When I press Alt+` I see the window switcher as expected letting me switch between open windows of the firefox application (screenshot attached).
When I continue holding down Alt and press shift+` the selection does not move backward as expected (compare with alt+tab/
When I release all keys and then press Alt+Shift+`, rather than invoking the window switcher my firefox tab selection is changed.

Confirmed. I hit this several times; and the only option is to loop-the-loop (and most likely miss it again).
