Bug Description

This happens to me each day after I update to the daily image.

Steps:
1. Update to daily image
2. Try to swipe from the top of the screen across the wireless symbol to activate wireless

Result:
Nothing happens

Expected:
The indicator panel is revealed and I can choose my wireless connection

Steps:
3. Swipe from the side to activate the launcher
4. Choose an application, such as facebook
5. Swipe from teh top as in step #2

Result:
The indicator panel appears as expected and I can set my wireless

Actually this seems to be a legitimate behavior potentially.
Going to assign to design in order to get some clarification.

What Rick described is definitely not the designed behavior, we'd need someone to confirm the steps to reproduce, though.

My tablet starts up with no network connection. So if I want to browse the web, I have to load a dead web browser first thing? That seems weird.

Also, note that the lock screen of the desktop allows configuration of the network as well as other things.

i'll try again - i'll wipe my device as well to go fresh (as the only time the indicators weren't accessible was at greeter)

on the topic of greeter/lock screen, i actually do not think its sensible to be able to tinker with anything there.....this is a key difference between desktop and mobile. there is a lot of hand manipulation of a device, carrying it, playing with it, hitting it accidently with fingers in your pocket.....this is precisely why you shouldn't be able to access items from a lock screen (its as much about preventing inadvertent user input as security)

just updated my Nexus7 to latest phablet image from bootloader, same experience - the only screen i cannot access wifi indicator is on the lock screen/greeter screen.....so, question is still up for design, is this an accurate behavior.

Katie's spec for the welcome screen, in progress, currently says "Top-edge swipe: If pin authentication is on, private information requires entering pin". <http://goo.gl/NL6Gt> This implies that non-private information in indicators is accessible from a top-edge swipe at the welcome screen, *regardless* of whether a PIN code is set.

Safest would be for the indicator code to assume that all information is private unless specified otherwise. So what I need to do, when specifying the wi-fi indicator for phone, is to specify that wi-fi networks are not private.

Specification updated. <https://wiki.ubuntu.com/Networking?action=diff&rev2=161&rev1=160> This involved a lot of reorganization the document, but the actual design change is small: the entire network menu should be available at the login screen, except "Network Settings..." on the PC. (On the phone, that item can unlock or prompt you to unlock.)
