Panel doesn't update window title if there's a maximized window when launched (or changing monitor)

Bug Description

· Open a maximized window such as firefox
· From alt+f2 launch "unity" to restart unity
  or launch in a terminal initctl restart unity7
· Now navigate to a different website

Expected:
· panel should respect window title

Actual:
 · Title in the panel is not updated

The same is happening also when a maximized window is transferred to a different monitor, when detaching an external one.
