unity custom keybinding for terminal is not caught

Bug Description
Upon starting a new unity session, and while using a Unity session, the custom keybinding to open a new terminal window ("Alt-t" in my case) is not applied. Even with no other app running, no terminal is launched.
I expect Alt-t to open a terminal if there is nothing in the foreground that has a alt-t action.
If I open System Settings, and set a new keybinding, to the same value, Alt-t, then those keys do indeed work for many minutes, but will eventually revert to triggering nothing.
