Incosistent icon for resize Rectangle Select and Rectangle

Bug Description

Pinta 1.6-prerelese using daily PPA on Ubuntu 14.04.

Test 1:
1. Rectangle Select and mark some area on canvas.
2. Release mouse to stop selecting and then move mouse to one of the edges and now icon changes to hand icon. This means the resize will happen.
This works as designed. The same behavior for Ellipse Select.
3. Click on Deselect all icon from toolbar to clear selection.

Test 2:
1. Rectangle and draw rectangle on canvas.
2. Release mouse to stop drawing and then move mouse to one of the edges and now icon does NOT changes. Expected is to have a hand icon to know that resize is going to happen.
The same behavior for Line/Curve, Rectangle, Rounded Rectangle and Ellipse.

I know this looks like tiny problem, but from end-user point of view this makes a huge issue, you never know when resize is going to happen or when new line is going to be drawn.

It looks to me this is the last bug in 1.6 milestone. If bug is not trivial to fix that I suggest to postpone the bug to milestone 1.7.

Now that bug 1188143 has got new resize selection icons, instead of hand it would be better to have the same arrow resize icons.

I can still reproduce a problem in 1.7+r1113-202007280014~ubuntu18.04.1.

Difference is instead of hand icon when resizing now on Ubuntu 18.04 I see corner arrows which is as expected.

But problem still appears with:
- Rectangle,
- Ecllipse,
- Rounded Rectangle,
- Line/Curve

If not huge task it would be nice if this can be fixed for 1.7, but if this requires a lot of work, then problem can be postponed to next release.

I think it's probably safer to postpone this, from a quick look it's not as straightforward as I hoped.
