As noted in the inkscapeforum thread, you can include a Composite filter primitive in your filter effect to make sure it doesn't bleed outside the original shape. And you can use the Filter general settings tab to stop it from enlarging the bounding box.

Other than that, this may be the old problem when using Background Image in filter when over non-opaque background or bug #396758 or just plainly an inherent discontinuity when moving from bitmap image to vector image.

If printing straight from Inkscape, you can also use Bitmap rendering backend.

Anyhow, with only that one image as reference, I can't really say anything concrete.
