This is fixed in new `nvidia-370` but it's only available from ppa:graphics-drivers/ppa right now.

This glitch also causing a low frequency noise that coming from the monitor/screen and can be dangerous for the hardware.

I confirm that solved with:

sudo add-apt-repository ppa:graphics-drivers/ppa
sudo apt-get update
sudo apt-get install nvidia-370
sudo reboot

I've installed the graphics-drivers ppa and selected version 378.13 in Additional Drivers, but I'm still having this issue. I'm assuming 378.13 is simply the latest version?

Could it be that it's broken again, like mentioned in the most recent comments in: https://bugzilla.gnome.org/show_bug.cgi?id=739178#c149

I have a NVIDIA(R) GeForce(R) GTX 960M with 2GB GDDR5.

This is happening to me on Elementary Loki, both when unlocking the screen or when waking from sleep, and also affects the login screen. See attachment.

Nvidia driver version is 340.102 (suggested by AppCenter), GPU is a Nvidia GeForce 310M.
