Bug Description

==== SRU Testing ====

- Installed unity 4.24.0 from oneiric-proposed (when it's available)
- Restart your session (logout/login)
- Pressing F10 should always open the first available menu on the panel (i.e. File in most cases). If the active app doesn't have a menu, it should open the first available indicator.

To reproduce:
* Run gnome terminal
* Press F10

What happens:
* The third menu item is shown

What should happen:
* The first menu item is shown

It's not always the third. On Gedit it's the second, on GNOME Subtitles it's the fifth. On GNOME Terminal it's the first, but I think earlier it was the last (Help).

In essence, it appears to have regressed to being random.

The problem is fixed in proposed. If someone has this problem with the proposed repo enabled please let me know. Marking as incomplete in the while...

The proposed version works fine. Always the first menu item is opened instead of a random one that happened before.
