Pressing F10 lands focus in middle of Application Menu

Bug Description
When I press F10, the focus lands in the middle of the Application Menu, like the fourth or fifth menu item. Shouldn't pressing F10 result in the first Application Menu item gaining the focus?
This bug is happening in all Application Menus, including the Desktop's Application Menu.
I'm uploading a screenshot of what happens in Firefox after I press F10. Notice how the "History" menu item has the focus? Shouldn't the "File" menu item have the focus?
