Pressing F10 should open the first top panel menu

Bug Description
I'm using Ubuntu 11.10 Development Branch, and my Unity version is 4.20.0.
When I press F10 on the desktop, it opens the "Help" menu. When I press it in Chromium-Browser, it works fine and it opens the "File" menu. On nautilus, it opens the "Go" menu.
Steps to reproduce:
1. Minimize all windows and go to the desktop
2. Press F10
Expected behavior:
The "File" menu is visible and you can use it with the arrow keys
Observed behavior:
The "Help" menu is visible and you can use it with the arrow keys
On older Unity versions this didn't happen and F10 always opened the first menu in the Unity Top Panel.

I can't reproduce this problem with the Desktop menu, but I can with many other apps, Nautilus, the Terminal, gedit, etc.
It seems to open a different menu by default with each instance of the programs.
