Pressing F10 should open the first top panel menu

I'm using Ubuntu 11.10 Development Branch, and my Unity version is 4.20.0.

When I press F10 on the desktop, it opens the "Help" menu. When I press it in Chromium-Browser, it works fine and it opens the "File" menu. On nautilus, it opens the "Go" menu.

Steps to reproduce:
1. Minimize all windows and go to the desktop
2. Press F10

Expected behavior:
The "File" menu is visible and you can use it with the arrow keys

Observed behavior:
The "Help" menu is visible and you can use it with the arrow keys

On older Unity versions this didn't happen and F10 always opened the first menu in the Unity Top Panel.

I can't reproduce this problem with the Desktop menu, but I can with many other apps, Nautilus, the Terminal, gedit, etc.

It seems to open a different menu by default with each instance of the programs.

Actually, I just re-tried the Desktop and now it opens "Bookmarks" menu and not the "Help" one.

 i am also not be able to reproduce this bug because this is by defult.

@Muhammad: When I said by default I didn't mean on purpose, I still think this is very much a bug.

I am not satisfied, no. It opens "Bookmarks", but it should open "File".
