Ubuntu Start launcher item should always start the dash with the Home screen

Bug Description
The Ubuntu Start launcher item reopens the last recently closed dash view - including the run dialog. It probably should just go to the Home screen all the time.
TEST CASE:
1. Press Alt+F2 to start the run dialog
2. Press Esc to exit the run dialog
3. Click on the Ubuntu Start launcher item or press Super
RESULT
* The run dialog is shown

I've also noticed that at least here that the enter command box retains any typed letters, ie, it isn't cleared when closing , must be done so manually (Esc or backspace out
