The Ubuntu Start launcher item reopens the last closed dash view - including the run dialog. It probably should just go to the Home screen all the time.
To reproduce:
* Press Alt+F2 to start the run dialog
* Press Esc to exit the run dialog
* Click on the Ubuntu Start launcher item or press Super
* The run dialog is shown
