After the initial OEM installation the user oem can't proceed with the preparation for shipping to the end-user. oem-config is not installed on the system
TESTCASE:
1. Install Ubuntu Desktop AMD64 OEM
2. Restart
3. You're automatically logged in as 'oem'
Result
The icon 'prepare for shipping' is not on the desktop.
