man pages suggest info pages that don't exist.

Bug Description
man pages for programs in coreutils, e.g. chmod(1), tend to say:
"""
The full documentation for chmod is maintained as a Texinfo
manual. If the info and chmod programs are properly installed
at your site, the command
info chmod
should give you access to the complete manual.
"""
However "info chmod" just gives me the man page!
The info documentation is actually accessible as part of "info coreutils", although you then have to browse through it to find the small part of the coreutils info that is about chmod.
