info does not (always) display info pages

Bug Description
Binary package hint: coreutils
If I type (in a terminal) e.g.
info ls
I expect to see the info documentation for ls. Instead I see the manpages documentation for ls.
If I type
info coreutils ls
then I go to the correct node.
So I guess there is a problem building the info node index.
There is no INFOPATH environment variable set either. I don't think I deleted it.
