Enabling "always on visible workspace" for window on other workspace does not bring to current workspace

Bug Description

When switching on "always on visible workspace" using the taskbar from a workspace different from the one the window is currently on, the behaviour of compiz is wrong.

actual behaviour:
1) place a window on workspace 1
2) switch to another workspace (for instance N)
3) use the task manager to set "always on visible workspace" for the window in step 1
4) window will now trail the current workspace (N-1) workspaces to the left

expected behaviour:
1) place a window on workspace 1
2) switch to another workspace
3) use the task manager to set "always on visible workspace" for the window in step 1
4) window appears on current workspace in the position it has on workspace 1 (as with metacity)
