Bug Description
Binary package hint: update-manager
1. Launch Update Manager, either manually or automatically.
What happens:
* The Update Manager window appears with the text "Keep your system up-to-date" and "Software updates correct errors, eliminate security "vulnerabilities and provide new features".
* A "Starting Update Manager" progress window appears in front of it.
* When the progress window closes, the original text is replaced by the correct text ("Welcome to Ubuntu...", "Software updates are available for this computer...", or "Your system is up-to-date...").
What should happen:
* No text should appear in the window until the correct text does.
