Bug Description

Check the video, it is shown a bad behavior of the Pcbnew when I am tracking. I don't know related what is this issue, so I am attacking the PCB file.

Appear like some invisible "Keep zone" is on the left size.

This looks like a dupe of https://bugs.launchpad.net/kicad/+bug/1826014 - it what happens when you are routing near the arc corners (i.e. overlapping in x or y).

@John, you may be right. Sometimes appeared some green wire as report in lp:1826014 https://imgur.com/a/RpNTdIO

I have pushed this to 5.1 as well as a follow-up commit that fixes the fix (it only worked for circles and arcs that had a 0 starting angle).
