Circles and arcs on Edge.Cuts cause routing failure

Bug Description
This just stared in the most recent build (for me).
Reproduce: Router highlight collision, circle on Edge.Cuts, try to lay track anywhere inside circle.

Confirmed! Definitely there should be a "disco bug" award for this report!
Also, when in Walk-around or Shove mode, the router doesn't like to start a track. In Shove mode, I sometimes get a dialog "Cannot start routing inside a keepout area or board outline."
