Circles and arcs on Edge.Cuts cause routing failure

This just stared in the most recent build (for me).

Reproduce: Router highlight collision, circle on Edge.Cuts, try to lay track anywhere inside circle.

Confirmed! Definitely there should be a "disco bug" award for this report!

Also, when in Walk-around or Shove mode, the router doesn't like to start a track. In Shove mode, I sometimes get a dialog "Cannot start routing inside a keepout area or board outline."

I'm calling it a medium, as, as reported by the submitter, at least you can delete/change layer of the Edge.Cuts and then put it back later.

Changed my mind, I think it's a high, it also messed with arcs in corners of boards (probably more common than circles).
