keyboard layout not saved after fresh install(XKBLAYOUT)

Bug Description

OS:Ubuntu Mate 18.04.1

After a fresh installation of Ubuntu Mate, the keyboard layout must be changed again.
in /etc/default/keyboard the Variable and Value is set XKBLAYOUT="us"
I do not know if this is happening with all keyboard layouts or just Swiss German.
after changing the value to "ch" it is working correctly systemwide.

Also while installing, the swissgerman keyboard is not right and must be choosen with autorecognition.

 Ok this problem is only when you use Ubiquity (when you are selecting for the first time the keyboard layout when installing)?

 Or is persistent after instalation?

Yes it is when using Ubiquity. Tried with Ubuntu 18.04.1 installation and there is the same problem. So in all Ubuntu Forks should be this "bug".

Found out that when selecting Switzerland, all keyboard layouts are the same and therefore wrong.
If i press $ the # is typed.

also to recomend, when using autorecognition, the keyboard switzerland is selected but does not apear to be linked to a country(left side country selection).

When using the autorecognized keyboard, over the whole installation the keyboard is set correctly. After the installation is complete, the keyboard layout seems to be set to the default (us) keyboard.

After the installation the Keyboard layout must be changed in /etc/default/keyboard to make it systemwide.
When changing the keyboard layout in systemconfiguration/keyboard, only for the user is the keyboard layout changed correctly. But on the lockscreen is the keyboard layout still set to us. therefore editing the file /etc/default/keyboard

BUT my question is this if you manual select the keyboard layout after instalation from Control Center-> Keyboard-> Layouts -> add is there the same problem as "when selecting Switzerland, all keyboard layouts are the same and therefore wrong."

Sorry for missunderstanding you.
No, in Control Center -> Keyboard -> Layout -> add the right keyboard is added.
What it does not affect from Control Center is the file /etc/default/keyboard which I do not know if it should.

Also the Switzerland keyboard layouts differ in Control Panel.
what i mean with differ is swissgerman and swissfrench do not have the same layout. That is how it should be.

Only in Ubiquity(Ubuntu installation) all layouts for switzerland are the same.
for example if I press '$' the output is '#' for swissgerman keyboard and when i press '$'(which could be for example '-') also '#' is the output for swissfrench keyboard.
