users-admin doesn't add admin users to lpadmin

Bug Description
When adding a new "Administrator" user, the user isn't added to the lpadmin group. That user cannot modify cups in any way other than running 'sudo sytem-config-
There is no "administer printers" option under "User Privileges".
A new administrator user also isn't added to the groups video and netdev, which are set for the user that installed the system.
