users-admin doesn't have an entry for 'Administer printers'

Bug Description

Binary package hint: gnome-system-tools

There is no entry for use/administer printers in:
users-admin > Properties > User Privileges

This is the place where this configuration would be expected by a normal user. There are already similar entries, like 'Use scanners'.

Today, the user is forced to add the users from the command line, which is unacceptable. (something like:)

$ sudo lppasswd -a peter
$ sudo gpasswd -a peter lpadmin

This is not a duplicate of Bug #152107 (users-admin doesn't add admin users to lpadmin), because you might definitely want to grant some users the right to administer printers, without other administration rights.

This bug applies at least to Xubuntu 7.10 Gutsy Gibbon

Thank you for your bug. That's a duplicate, adding a printing action in the list is required to fix bug #152107
