Scrolling up and down doesn't work unless I expand a scope

On build 60 I have an unusual bug where I can't scroll up and down in the app scope unless I expand a scope (e.g. Installed apps or More Suggestions). If I reduce the scope to only show two lines, I can't scroll the overall scope up and down, if I expand a sub-scope (e.g. Installed apps) I can then scroll.

Reboot got it fixed for Jono, so this must've been some weird state he's gotten into. Please reopen if reproducible.

I can easily reproduce it on the desktop (in my home screen i can't overshoot up/down without expanding Applications). I'll have a look, it may be LVPH related
