HUD is available on welcome screen when app is focused behind the greeter

1. At the welcome screen, start swiping up from the bottom edge.
2. When the magnifying glass overlay appears, swipe into it and then release.

What happens: Nothing.

What should happen: either
(1) the magnifying glass overlay doesn't appear, or
(2) dragging into it does something, like it usually does.
