Ubiquity offers network-required options where no network is available

Bug Description

Did an install of Ubuntu 18.04.2 and forgot to plug the network cable in.
I noticed the dialog where I get to choose 3rd party updates didn't alert me to the lack of network.

Actual behaviour

* Download updates checkbox was ticked *and* greyed out
* Download 3rd party software was not ticked, but was tickable

Expected behaviour

(where no network is available)

* Download updates checkbox should be greyed out, and *not* ticked
* Download 3rd party software should be greyed out, and *not* be ticked

In addition, perhaps a warning might be prudent to indicate that a network connection would be good here. Perhaps:-

/!\ - Note: A network connection is required to download updates and 3rd party packages. If required, go back to the previous screen to enable internet access.

I was able to recreate this today with image 'Ubuntu 19.04 "Disco Dingo" - Release amd64 (20190416)'. Even starting up a virtual machine with no network produced the same results.

Repod in my duplicate bug with 19.10 daily about the updates checkbox.

Regarding the 3rd party software checkbox, which has a label of "Install third-party software for graphics and Wi-Fi hardware and additional media formats", i'm not sure this part of the bug report is valid, as without the internet i presume that some of the additional media formats are being installed from the CD and i believe that ubuntu will be bundling the nvidia driver on the CD.
