Ubiquity prompt to "Download updates while installing Ubuntu" when "Not available because there is no internet connection" has the wrong checkbox state

Bug Description

In ubuntu-18.04-desktop-amd64 when installing on a new machine, if the user connects to a wifi network and then clicks continue to move to the next page where they are prompted if they want to "Download updates while installing Ubuntu", while the wifi continues to connect the page displays as follows :

The "Download updates while installing Ubuntu" checkbox is both checked and greyed out. Below the checkbox the text "Not available because there is no internet connection" is shown.

This checkbox should not be in a checked-and-greyed-out-state, it should be in an unchecked-greyed-out-state.

Being in a checked greyed out state, the UI conveys to the user that Ubiquity *will* "Download updates while installing Ubuntu" and that the user can't change this, which is not what is meant to be conveyed. What's should be conveyed here is that Ubiquity *won't* "Download updates while installing Ubuntu" and the user can't change this because there is no functioning network connection (which is needed to download updates)

The version of Ubuntu is 18.04
The version of Ubiquity is 18.04.14

This would likely also happen if the user just opted to not connect to any network and proceed to the next page where they are prompted if they want to "Download updates while installing Ubuntu"
