Bug Description
Step 1: Start installer
Step 2: Click continue on first 2 slides
Step 3: Do not enable wireless on the 'Wireless' slide
Step 4: Click continue
Step 5: 'Download updates while installing Ubuntu' checkbox disabled but checked
The checkbox should be unchecked and disabled, because if its enabled, it gives the impression that it will still happen when it wont.
Tested on Xubuntu 19.10 daily 06-23
