Same problem here, with latest Karmic:

Tux racer windowed/fullscreen at 640x480 gets 8fps, glxgears 1800-200 frames per 5 seconds.

It's about as bad as it was in Jaunty. Tux racer in vista on the same machine runs many times faster.
