In fact, I have been unable to reproduce the issue with Lxqt, however I did find another related bug.
If the 'show on all workspace' setting is changed, this change only reflects on new pads. This is not correct. Changing the settings should update all existing pads too.
Will fix this first, and then download Linux Mint 19 cinnamon to try to reproduce the issue.
