GMT=-4

GMT comes from HKLM SYSTEM\CurrentControlSet\Control\TimeZoneInformation ActiveTimeBias
Canada with GMT of -4 gives me -4=America/St_Johns

Is the GMT incorrect in windows maybe? Use regedit to check the registry key above.
