By the way, I got wingpanel to start with mutter 3.22 with this command:
$ LD_LIBRARY_PATH=/usr/lib64/mutter/ wingpanel
(which seems a bit ugly).
This enabled me to find out that wingpanel (and plank) now seem to have issues with scaling correctly on HiDPI screens with enabled window scaling (this wasn't an issue with fedora 24) ...
