What you are trying to do is not what this program was designed for. This program raw writes a disk image or partition. What you want to do is essentially write data to your new partition, ChromeOS in this case.

If the disk image you downloaded is for a 400M filesystem, then that is what you will end up with. This program will not resize your partitions to fill the empty space of the device being written to.
