I have a similar problem with more than 2 hours difference between real sunrise/sunset and what is displayed in weather indicator.
In Tomsk, Russia we have Omsk time (OMST, UTC+6 in winter and UTC+7 in summer).
For example, today 23 Jan 2010 indicator displays Sunrise 10:35:38 AM and sundown 06:29:33 PM. If we look at http://www.gismeteo.ru/city/daily/4652/ we can see the real sunrise was at 08:32 and sundown 16:31. So I guess you have 2 errors - 1) wrong timezone for Tomsk and 2) wrong algorithm of sunrise/sundown calculation because times are totally different. You can also see sunrise time in google: http://www.google.com/search?q=sunrise+Tomsk
BTW why time is displayed with AM/PM? I have 24 hours clock format in my system everywhere.
