Comment 1 for bug 412729

FIXME and TODO comments are a useful way to track things that aren't properly bugs but might need more attention later, directly at the relevant code location. Perhaps there are some that ought to be made into tickets, but I don't think this is a serious enough issue to warrant a full sweep of all of them.
