I noticed this primarily when docking/undocking, but it seems to be even easier to reproduce: it happens if I just change the monitor resolution up.
I put a fullscreen Thunderbird in my upper right workspace, a couple of other apps in my top left, viewing my top left, I used the Monitors app to lower the screen res, and then raise it back again. On the raising, my Thunderbird moved into the upper left workspace.
There were a bunch of other questionable behaviors during this. e.g. Big graphics glitches on the resolution increase, some apps went fullscreen on resolution decrease, which weren't previously (rather than just resizing down).
