Alex - if the icon is in the Dash, in the Installed section, then you have a .desktop file for inkscape somewhere in the path that Unity picks up applications from. Most likely one of:
/usr/share/applications/inkscape.desktop /usr/local/share/applications/inkscape.desktop /usr/share/gnome/applications/inkscape.desktop
Can you confirm?
If it's under the Available group then it just means that it's in the repositories and available for installation, which is not a bug.
Please reopen the bug with an appropriate status when you have some feedback.
