Same problem.
Initially all my files where synced ok when I installed UbuntuOne for Windows (Vista) -more than 1Gb.
Now changes from another machines connected are not synced in my Windows machine. And the other way round, changes in Windows machine are not expanded neither to UbuntuOne cloud, nor to the other machines connected (Android, Ubuntu).
The user is an administrator (!?!).
