I have the same problem at comment #9, when the Ubuntu One is starting:

clic on "Close" button, then changing tabs on "Settings", error:

"'NoneType' object has no attribute 'autoconnect_enabled'"

* what windows locale you have
it

* your windows username

* the full path to your user home, without changing any non-ascii character
C:\Documents and Settings\Marco

There isn't the directory:
C:\Documents and Settings\Marco\Local Settings\Application Data\xdg\cache\
