This patch did not help me alone. Additionally I had to make the change suggested by siminm at

"usr/share/bibus/bibOOo/bibOOoBase.py line 748 (pointed out by space_agent)

replace "private:stream" with self.model.getLocation()
Note: "private:stream" is a string in quotation marks, self.model.getLocation() is a function NOT in quotation marks"

After this finalizing works in my Bibus (1.4.) but it does not make a copy of the document. So before finalizing the new copy must be made manually.

By the way in bibus 1.5. finalizing did not work either in my Ubuntu Kamic + OpenOffice 3.1.
