The bug is still present with Linux 4.20-rc6 from the mainline PPA unless I add

GRUB_CMDLINE_LINUX="amdgpu.dc=0"

to /etc/default/grub

It has been reported upstream as https://bugs.freedesktop.org/show_bug.cgi?id=105911
