My conclusion from all this is that:
* this is probably not a bug in Zsnes (since other games that use SDL have the same problem)
* this is probably not a bug in Pulseaudio (since other programs can play sound just fine)

I guess this is the updated workaround?
sudo apt-get install libsdl1.2debian-oss
pasuspender -- zsnes -ad sdl
