It says:
gcc is already the newest version

so I tired this to be more specific:

sudo apt-get install gcc-8-base
Reading package lists... Done
Building dependency tree
Reading state information... Done
gcc-8-base is already the newest version (8.3.0-6ubuntu1~18.04).
